The Municipality of Vari-Voula-Vouliagmeni, based on the 3 factors of sustainability, namely PEOPLE, ENVIRONMENT and ECONOMY, implements initiatives for a clean, green and safer urban environment.
Adopts applications that support citizen-centered services based on international standards, such as the Municipal Application (mobile app) whose design philosophy follows the PACMAD (People At the Centre of Mobile Application Development) usability model.
The aim of this Municipal Application is to gradually integrate all available electronic services and applications of the Municipality, offering a unified service experience to the citizens and businesses of our city.
All city information and transactions will be integrated into any smart phone. Citizens will have instant information and will be able to fully interact with our municipal services.
Our goal is to build a constructive bridge of communication between the users of the application and the Municipality.
LoRaWAN is an innovative network system, a platform that uses Artificial Intelligence, incorporating installed sensors, that enable us to have remote control in the city’s everyday operational systems, through the data received from the sensors.
The sensors will be installed in all municipal vehicles, buildings, schools, parks, garbage bins and open areas.
Those devices, will measure the on site conditions and will send the data to the central servers on a control room. The devices will perform actions, based on predefined responses or from instructions received remotely from the systems’ administrators.
LoRaWAN, is a key tool in policymaking decisions, in quick interventions and in the implementation of correct support measures, as it provides accurate data on time.
More specifically, the sensors connected and transferring data via LoRaWAN to the city command center are:
Monitoring, measuring and managing soil moisture in parks.
The non – ionizing radiation
Electricity, water and irrigation networks
The density of people on beaches and squares
Traffic, parking, noise pollution and direct disaster recovery
The movement of civil protection bars and alerting for elderly and disabled people home care
The meteo conditions, the indoor and outdoor air quality, as well as smoke
The speed limit on high concentration areas, schools, parks, etc
LoRaWAN Verticals - Smart Bins
The first modular application of the LoRa system is the smart waste management bins.
The installation of 'smart' waste management bins with digital sensors, telematic management will create optimal garbage track routes and is reducing by 30% the waste collection cost.
Using an advanced waste management system, with smart-bins and route optimization, the Municipality’s garbage trucks stop only in bins that are more than 60% full, thus significantly reducing traffic jams in the city streets, as well as the time and the fuel consumption needed for waste collection.
We are developing a fully digital environment for the provision of administrative services to citizens and local businesses and we are moving towards becoming a fully digital Municipality.
This has resulted in our services provided being more efficient as well as the substantial reduction of paper and energy consumption in the administration’s daily operations.
Our municipality provides:
Digital certificate issuance service
Digital tax payment system
Digitization of all municipal documents of the past years and moving the files to a digital storage facility, with enhanced search machines.
We are also pioneers in installing a complete network of almost 10.000 municipal LED lighting units in streets, parks and squares which is connected to the central telematics management platform, reducing energy consumption by up to 60%, while producing higher quality street and town squares lights and at the same time saving more than € 500,000 euros per year from the municipal budget.
Furthermore, the level of CO2 emissions, as recorded by the new street lighting monitoring system, dropped dramatically: in a 20 month period, the CO2 emissions were decreased by 2,346,110 Kg
A total of 214.000 large trees is needed to absorb this amount of CO2 from the atmosphere

We have co-developed and using the digital mobile application “Novoville”
Novoville is a free application for users of smart mobile phones, which allows citizens to report in a simple and fast way problems they encounter in their everyday life, such as potholes, broken road signs, public lighting, water leaks, damaged sidewalks, abandoned cars, throughn waste etc.
Since 2016 when we first launched the app, we have resolved more than 50,000 citizens’ requests.
